NOTES: 

At one point you say "he couldn't keep them in prison forever" ---> Yes he can, and yes he should if he (a) wants to keep the throne, (b)wants to be a strong king/does not want to be seen as weak, and (c)wants them to stay alive. After all, rotting in a prison cell for the rest of their life is pretty good way to make someone suffer. But, you must bear in mind that Eberstark is already going to be seen as a bit soft for not executing the Cains -- and if you go with option 2, for letting the females go.

It still doesn't make sense for him to let them go. He wouldn't worried about support growing if he simply said, "Oh hai, they can't have visitors or write letters ever". And again, Eberstark cannot support the Cains financially. Ever. He would be seen as weak and likely overthrown/imprisoned or executed. They didn't choose him because he was as bad or worse than Cain in terms of leadership. They picked him because they want a strong king. 

So, because we are both anxious to have this character accepted and the plot worked out, I have created two options for you to choose from.

OPTION 1

• The queen was pregnant upon imprisonment and birthed one child in prison.
  
• The Cains had no more children. 
  ---------No other children could have been produced in prison. They are being punished. Even if for some reason Eberstark was willing to be seen weak (which he would not have), their visits would have been supervised and they probably wouldn't have been able to hold hands, let alone have sex.
  
• At the time of roleplay, all of the Cains are still in prison, working on an escape from prison and Germany.
  

OPTION 2

• All of the children were produced before imprisonment and/or the queen was pregnant with one.
  ----------The queen strikes a deal with Eberstark (maybe she has to sleep with him, sign some documents officially relinquishing the Cains claims to the thrones, etc./all of the above) that will allow her and her children to leave Germany forever, probably to Iceland. To which Eberstark agrees, but only to letting the females go -- leaving the former king and sons in prison. This gives him something to bargain with in the future. If the women try to retake the throne or get old alliances to help free the male Cains, Eberstark can start executing to show he's not messing around.
  ----------Sending them to Iceland may be the only exception to the no-financial-support rule.
  
• This option will allow for Elizabeth to travel to France with her cousin(s). It will also allow for her to live a fairly lavish lifestyle if her aunt takes them in. Potentially, she and her sisters/mother could be given titles of nobility in Iceland if Conradina & Husband were feeling ballsy. Meaning, their ties with Germany were probably severed out of respect for the Cains & they want to piss off Eberstark. HOWEVER, Iceland MUST have important enough allies or protectorate treaties (France, England, Scotland, Spain, etc.) that Germany would not dare go to war with them in order for the female Cains to gain a nobility status in Iceland.
